Thousands of Indian Army officials resigning / committing suicide

Read on Pakistan Cyber Force Facebook Page

The Indian armed forces are facing a shortage of 15,004 officers and have initiated several measures, including increasing the intake of Short Service Commission (SSC) officers, to meet the shortfall. The extent of shortage of officers is around 12,349 in the Army, 1,818 in the Navy and 837 in the Air Force. The shortage of pilots in the Air Force is about 426. Indian Armed Forces are facing a number of problems. The fatigue phenomenon is seeping low down into the morale of the Indian Armed Forces and the situation is touching the irretrievable extent. Suicides and fratricidal killings apart, what is contributing more to the phenomenon is voluntary resignations by Service officers.

All the three Services witnessed a gradual increase in voluntary discharge of officers. About 3764 officers of Army, 842 officers of Navy and 893 officers of Air Force have sought discharge/voluntary retirement, with most of them moving to the lucrative corporate sector since 2004. Similarly, 37,865 personnel below the rank of officers were granted voluntary retirement during the same period. Initially, the Indian government was reluctant to relieve them, but when the mental stress of the Indian Army Soldiers resulted in fratricides and suicides the Indian government considered resignations a fair way-out of this intense situation. The reluctance of people to join forces and the tendency of premature retirement are responsible for the shortage of officers in Indian Armed Forces. There are many reasons for premature retirement e.g. low remuneration, suppression for promotion, being placed in a permanently low medical position, denial of leave, stress and low morale, long engagement in insurgency ridden areas, increase in better employment opportunities on civil side, compassionate reasons such as looking after ailing parents and children, ancestral property and failure to acquire minimum technical qualifications recommended for promotion.

Due to all these reasons the Indian armed forces today are not an enviable career choice. Every year, a lot of requests for voluntary resignations come before the Indian government but only the most pressing ones are entertained. The unfortunate applicants, whose requests are not granted, suffer from heightened mental stress and psychological problems resulting in fratricide and suicides. The situation has become so intense that that nearly 100 Indian army soldiers commit suicide every year due to stress. The contributors to disaffection among Indian Army’s rank and file are many. Soldiers in Indian Army face economic pressures such as inadequate housing, salaries, promotional opportunities and pensions. The pressure caused by economic distress is only one of the reasons to seek premature discharge from the Services. Prospects of more attractive and better job opportunities outside Armed Forces also compel officers to seek relief from the armed forces for the sake of good future.

Economic deprivation is just only one facet of the problems. However, long and seemingly interminable spells in insurgency infested areas compound the issue of pay/allowances related problems. Indian soldiers, due to long-drawn duties, are unable to avail regular leave to see their families and sort out their problems. It also induces in them the desire to leave the job. The rapport between Officers and Junior Commissioned Officers (JCOs) is also missing. Officers at senior level are more concerned with their own welfare rather than the welfare of Soldiers, which again leads to their dissatisfaction of with their job. The hostile working conditions in insurgency infested areas have also their importance. The Soldiers, trained to fight a visible enemy, have to fight an invisible enemy in such areas and are exposed to enemy by themselves. For them, fighting insurgency is not their task. Therefore, they want to leave a job in which there is no life security even during peace times.

Stress, low morale, and denial of leave are the main reasons for Indian Armed Forces personnel to resign from the job. Similarly, armymen, when trapped in insurgency-hit areas and finding no way out prefer leaving army for greener pastures. According to observers, the economic benefits on the civil side are the major factors forcing Armed Forces personnel to quit the job. According to an ex-Army Chief the problem of shortage of officers can not be solved until the government remove “stagnation at the middle level and thus improve promotion opportunities of the officers, close to that of civil and police services; improve opportunities for the officers to be able to spend more time with their families; re-establish social status and warrant of precedence of the armed forces officers at the center and state levels; compensate adequately the increased level of personal risk and hardships in the field areas; bridge salary and compensation gap between the private sector and government services, to the extent possible”.

The Indian Armed Forces no longer fascinate the people as career. The Indian Army is currently facing a crisis and it is short of over 11,000 officers from the rank of captain to major. Despite campaigns like “Be an army man: Be a winner of life” the armed forces continue to face a shortage of officers. Officer’s shortage in Indian Armed Forces is acute now and seriously affecting the army, in quantity as well as quality.

{EOP}Nuclear Watchdog Praises Pakistan’s Commitment to Safety

ISLAMABAD:Pakistan is the 10th largest contributor to the Nuclear Security Fund and it clearly demonstrates a national commitment and serious approach towards nuclear security through the implementation of the Nuclear Action Plan for Pakistan, Deputy Director-General of the International Atomic Energy Agency (IAEA) Denis Flory said on Saturday.
He was speaking at the concluding session of the three-day international seminar on Nuclear Safety and Security Challenges of the 21st Century organised by the PNRA in collaboration with the IAEA to mark the nuclear authority’s 10th founding anniversary.
Applauding the work carried out by the Pakistan Nuclear Regulatory Authority (PNRA) to ensure safe operations of power plants and the nuclear emergency preparedness, Flory, who is also the head of IAEA’s Department of Nuclear Safety and Security, stressed the need to recognise the importance of emergency preparedness and a strong commitment to safety and security called for continued international cooperation.
Recognising the participation and contribution of over 200 scientists from Pakistan to the IAEA training course, he said that the relationship between IAEA’s Office of Nuclear Security and PNRA is not only exemplary but sets a global precedent of successful partnership between IAEA member states and the Agency.
Hina Rabbani Khar, the minister of state for foreign affairs, who inaugurated the seminar, said that nuclear power generation forms a vital part of the energy mix. “It is also an important development imperative.”
Khar highlighted Pakistan’s excellent safety record in operating nuclear power plants while adhering to international safety standards, and said that Pakistan will continue to pursue a range of power generation options, particularly nuclear power generation.
PNRA Chairman Mohammad Anwar Habib highlighted his agency’s role in setting standards for the construction and safe operation of nuclear power plants and said that the authority was determined to foster a positive safety culture among its licensees and regulating nuclear facilities to protect the public, workers and the environment in a manner that wins the confidence of all stakeholders.

{EOP}Imran Khan Delivers Ultimatum on Drone Strikes

PESHAWAR: Pakistan Tehreek-i-Insaaf (PTI) Chairman, Imran Khan said on Sunday that if drone strikes inside Pakistan do not stop within 30 days, protesters will block all NATO supply routes across Pakistan.
Khan also warned that protesters will march to Islamabad to force the government to take a stand on the issue if drone strikes continue.
The PTI chairman made the announcement during day two of his party’s sit-in against drone strikes in Peshawar. Thousands of people arrived in the Hayatabad region of Peshawar  for the protest.
The Pak-Afghan road which is the main supply route for the NATO troops in neighbouring Afghanistan was totally blocked and no supplies could be delivered on Sunday.

PTI sit-in prompts NATO supplies suspension
The government suspended delivery of supplies on Saturday to North Atlantic Treaty Organisation (Nato) troops in Afghanistan via its land border for three days as the Pakistan Tehreek-i-Insaf (PTI) began a sit-in on the supply route over US drone attacks.
However, some sources say that no Nato trucks have been able to enter Khyber-Pakhtunkhwa from Punjab since Friday. “Hundreds of trucks have been sent back in the past two days,” they said.
PTI supporters gathered on the Ring Road for the planned two-day sit-in aiming to block the route used by supply trucks. Imran Khan, leader of the PTI, called the demonstration to protest US drone attacks in the tribal areas, which many feel infringe on the country’s sovereignty and kill civilians.
Organisers said they expected more than 20,000 people to gather locally for the protest, and many more to arrive in the caravan accompanying Khan. The sit-in will take place at the Bagh-e-Naran Chowk, in the Hayatabad neighbourhood of Peshawar.
At a gathering at Jamia Darul Uloom Haqqania in Akora Khattak, Nowshera – a well-known madrassah – Imran Khan lashed out against US policies in Afghanistan.
“They (the US) are losing the war – they can never win it,” said Khan, while addressing the seminary’s students.
The sit-in is the first public mobilisation campaign against the continuing drone attacks in the tribal districts of the country, where a relentless campaign by the United States military has killed 1,968 people since 2006, according to The Long War Journal, a website maintained by a Washington-based think tank that keeps track of the US military’s campaign against terrorism.
The PTI chief, with his populist message against the drone strikes, has been welcomed in Nowshera. The party’s posters and banners against the drone strikes were prominently displayed throughout Peshawar.
In his speech at the seminary, Khan also spoke out against the current administration in harsh terms, saying that: “Pakistan rulers have sold its citizens’ blood to the United States and its allies in exchange for dollars.”
“Jihad is mandatory and jihad against oppression and injustice will continue,” Khan said.
Several political parties have announced their support for the rally. Activists from the Jamaat Islami (JI), the Jamiat Ulema-e-Islam (JUI-F), the Pakistan Muslim League Quaid (PML-Q), the Pakistan Peoples Party Sherpao (PPP-S) have announced their support for the rally, as well as traders and lawyers groups.
The protestors say they will spend the night at the site. They claim that they have been joined by hundreds of people from the tribal districts.
US officials said Friday that they are considering providing unmanned drones to Pakistan for aerial surveillance, despite tensions between the two countries over measures to combat terrorist activity.
NATO supply trucks and oil tankers are the targets of frequent attacks blamed on insurgents attempting to disrupt supplies for more than 130,000 international troops fighting in Afghanistan.
Most supplies and equipment required by coalition troops in Afghanistan are shipped through Pakistan, although US troops increasingly use alternative routes through Central Asia. Additional reporting by AFP

{EOP}Pak-US Relations: Battle of Nerves

By Brig Asif Haroon Raja
Pak-US relations that apparently ran smoothly from September 2001 till 2005 developed hiccups in 2006 and ever since the relations have been uneasy. Award of civil nuclear deal together with inking of several defence contracts with India and its efforts to make India a key player in Afghanistan exposed US pronounced tilt towards India. It was natural for Pakistan to feel let down. The US secret designs against Pakistan and negative role of India played a big role in widening the trust deficit. Both the US and India worked on an engineered program to harm Pakistan under the garb of friendship. With no troops and no responsibility, it suited India to keep expanding its influence in Afghanistan and in Central Asia and at the same time harming Pakistan through covert war without having to face hazards of guerrilla war.
With eyes on Pakistan nukes and on Gwadar Port, seen as a jump off point in envisaged energy corridor from Central Asia to Indian Ocean via Afghanistan and Pakistan, it suited USA to weaken Pakistan and make it toe its line. Commonality of objectives impelled USA, India, Israel, Britain and Afghanistan under US installed Karzai regime to gang up against Pakistan. Ignoring Pakistan’s security concerns, USA helped India in consolidating its presence in Afghanistan.
The CIA and other allied agencies have been assiduously operating in Pakistan to destabilize the targeted regions of FATA, settled areas of Khyber Pakhtunkhwa and Balochistan from 2004 onwards. Psy war and ‘do more’ mantra were unleashed from 2005 onwards to malign Pakistan’s premier institutions. In 2008, the US started targeting ISI and Army and in 2009 terrorism was brought into major cities of Pakistan with focus on Peshawar, Lahore, Rawalpindi and Islamabad. Besides the attack on GHQ, several ISI offices were targeted in its bid to break the resolve of the Army and ISI. Spies and Special Forces under cover operatives disguised as diplomats, businessmen and security contractors were positioned to further tighten the noose and choke Pakistan.
By December a vast network of CIA spies-Blackwater-US Special Forces operatives-RAW agents linked with local militant groups in tribal belt and in urban centers, anti-state elements and pro-US and pro-Indian elements was established. The network was protected by foreign embassies as well as some purchased Pakistani officials holding key appointments. In this timeframe, governed by wicked design, maximum pressure was exerted on Pakistan to launch an operation in North Waziristan (NW). Pakistan’s reluctance because of its host of compulsions became a source of friction.
While the US pressed Pakistan to play the game in accordance with its dictates in return for financial munificence, Pakistan military wanted to play within defined parameters so as not to compromise its core national interests. It tried to guide USA onto the winning path but the latter misguided by India and Israel chose to adopt the self-destructive path.
It was stroke of luck for Pakistan and bad luck for USA that Raymond Davis was caught in the disgraceful act with his pants down and that too in broad daylight in a crowded area. His arrest triggered the panic button in Washington and Langley and hundreds of secret agents ran for cover. As long as Davis remained in custody, none dared to come out of his hiding place. However, once the golden sparrow flew away, the rats came out of their holes and recommenced their activities but cautiously. Orders given by Leon Panetta to his moles were not to get caught under any circumstances.
In order to free Davis, senior US officials made false promises assuring Pakistan that his release would help in removing the cobwebs of distrust and bring a marked improvement in Pak-US relations. Panetta assured Lt Gen Pasha that he would expedite return of those CIA operatives about whom correct information had not been fed. After quickly repatriating 35 unwanted persons who had been identified by the ISI, the outflow stopped. When Pasha proceeded to Langley to remind Panetta of his commitments, he took a new stand asserting that he couldn’t afford to withdraw his men or stop drone attacks and put the lives of Americans in Afghanistan in jeopardy. In his view secret agents and drones acted as a safety net against militants operating from NW into Afghanistan.
Both Pakistan and USA are now pursuing divergent agendas and are disinclined to accommodate each other’s strategic concerns. The US alleges that the ISI has old ties with Haqqani network and is supporting Siraj Haqqani. Lashkar-e-Taiba, allegedly linked with ISI is now seen as a threat not only to India but also to the world. It claims that Al-Qaeda leadership and Afghan Shura are housed in NW and Quetta respectively and protected by the Army. It suspects that because of Army’s softness towards Taliban, it is reluctant to undertake a major operation in NW, which in its calculations is the hub center of terrorism.
These lurking doubts and suspicions have frustrated Obama’s administration so intensely that White House came out with a 36-page cockeyed report on 6 April and sent it to the Congress. The crux of the report is that Pak Army doesn’t have the ability to crush militants. It says Pakistan’s 144000 strong force has been fighting the militants along Afghan border but was unable to achieve any victory. The report says that conversely the US forces have succeeded in weakening al-Qaeda network in Afghanistan and in that Pak forces had no role to play. The authors of this misleading report forget that till very recent and even now all US military leaders have been extolling the heroics of Pak Army.
The US has been gradually penetrating deeper and deeper into Pakistan under various deceptive ruses. The major tools it had to make our leaders go flaccid were its coercive and aid giving capacities and overplaying of threat of terrorism. CIA-FBI outposts were made on the plea that it would help in tracing wanted high value al-Qaeda targets. Control over immigration on airports was also taken over on similar pretext. Permission to use drones from Shamsi airbase in Balochistan was obtained to hit targets in inaccessible areas in FATA. 2002 and 2008 elections were rigged to ensure subservient parliament and make the top man all-powerful. Blackwater elements were positioned in Pakistan major urban centers in 2008 with the connivance of Pak leadership. Between July-December, Gilani, Rahman Malik and Hussein Haqqani facilitated entry of large number of US Special Forces operatives into Pakistan. The only area in which the US failed was its desire for joint Pak-US control over nuclear arsenal. Plea taken was to prevent the nukes falling in wrong hands. ‘Wrong hands’ mantra was incessantly sung but custodians of nukes plugged their ears.
The US tilt towards India, increasing influence of India in Afghanistan and subtle efforts to keep Pakistan out of the loop are matters of serious security concerns for the military leadership. Till recent, it was a one-sided affair with USA pushing its way and Pakistan docilely ceding ground. For the first time the military leadership has dug its heels and is not prepared to cede any more ground since the US ingress has reached closer to Pakistan’s vital ground. Any further one-sided concession offered would render the defence of our core assets indefensible. Gen Wynne, Gen Kayani and Lt Gen Pasha have taken a firm stand on issues of drones and undercover CIA operatives. In frustration, the jangle-nerved US military leadership has again fired Hellfire missiles in NW on 22 April. Battle of nerves is going on, one trying to bulldoze its way by sheer weight of authority and money, and the other standing on a weak but morally high ground to safeguard vital interests of Pakistan. Unless the lower and upper houses of the parliament jointly decide to doggedly confront the US menace, nerves shown by the military alone would be of little consequence. It is to be seen who emerges as the winner in this battle of nerves.

{EOP}India Accepts Pakistan Air Force is a Leading Force

By Raja G Mujtaba
“The Pakistan Air Force is stronger than ever. Since the last Indo-Pak air war of 1971, the Pakistan Air Force has with steely determination built up numbers, lethal capabilities and a combat force now counted as one of the most disciplined and well-trained air forces in the world. Headlines Today has a disturbing proof that all this has made India worried.” India Today 20th April 2011
Over the years since 1971 the leadership and planners of Pakistan Air Force (PAF) have not slept, they did not believe in status quo. 1971 was the watershed period of PAF when the country had fallen from grace and truncated through internal and external conspiracies. To rise from ground zero is no mean job. But PAF has been lucky that by and large it remained in the hands of committed, dedicated professionals who took the challenge from the horn.
The US, true to its traditions dried all sources of military hardware and economic resources. But those sanctions proved blessing in disguise. Pakistan looked inwards and laid the foundations for self reliance with technical assistance from dependable friendly countries like China, Ukraine, Sweden etc. France was also willing to provide but its costs were prohibitive that kept the cooperation to a minimum level.
The bulk work was done with the cooperation of China that helped Pakistan in almost all the defence production, overhauling and rebuilding. The foundation of Pakistan Aeronautical Complex, Kamra was laid. Here a very modest beginning was made when the light Swedish aircraft (Mashak) was launched as a basic trainer to meet the needs of PAF and Pakistan Army. From assembly to manufacture and enhancement this aircraft became the training bed for a full fledged fighter aircraft production.
F-6 Rebuild Factory that rebuilt the Chinese MIG 19s re-designated by PAF as F-6. When all other sources had dried and Pakistan did not have the finances to go for highly expensive Mirage aircraft F-6 became the mainstay of PAF. It was modernized with latest avionics, ejection seats, armament, breaking system and taxing capability that added much more lethal power to an old vintage technology.
On the drawing boards of F 6 Rebuild Factory, newer aircraft designs were developed that were given computer simulation for design tests. First a Super Saber that was to be developed on the frame of MIG 21 or F-7 fighter bomber but due to some technical snags, it was called off. Then with a little gap and new thought process, a brand new design was developed with active participation of China the end product was JF 17 that exceeded all the performance parameter envelop by significant margins. This aircraft was designed, built, tested and inducted in the PAF in a record time.
JF 17 is a close match to F 16 with a huge price difference. It has been displayed at International Air Shows of China and Farnborough in the UK where it was admired by all. It soon became the most fancied aircraft of the developing world for its performance and low price tags and complete absence of any strings. China has also emerged as a major buyer with 300 copies of JF 17 and about the same number would be acquired by PAF.
Its not just the Chinese origin induction but PAF has also received latest F 16s that has a total strength of 60 aircraft half of which are block 52, the latest upgrade. The F-16 As already on the inventory of PAF are also undergoing major upgrade and soon will become equivalent to Block 52 version, in capabilities.
Not stopping here, as reported by India Today in its latest issue, “There’s a deeper threat at play than just fighter numbers. Consider these newly inducted force multipliers that all but kill the Indian air advantage. Pakistan is inducting four Swedish Saab Erieye and four Chinese Y-8 airborne early warning aircraft, while India, currently, has three. India no longer has the mid-air refueller advantage. Pakistan is inducting four identical IL-78M aircraft.”
After the acquisition of four mid-air refuelers (IL-78) from Ukraine and early warning systems like Saab 2000 from Sweden and ZDK-03 from China, PAF has had a quantum jump in reducing the gap with India over technology and firepower.
Whereas Pakistan is fast phasing out its old vintage, India is still stuck with old Russian equipment that is fast losing its edge over Pakistan. India Today states, “Finally, with an ageing Soviet fleet of aircraft (MIGs)that are troublesome and facing retirement, the Air Force looks at an even greater dip in the numbers advantage. The message to the Defence Ministry and the government is simple. Cut your losses and plan hard for the future. If you don’t, the Indian Air Force will lose the one thing you’ve always counted on: its combat edge.”
PAF has not stopped here. According to official sources, PAF is in the process of acquiring J10 the latest machine from China. The exact number or its assembly or production in Pakistan has not yet been finalized. This aircraft would surpass most of the advance jet fighters and compete with any aircraft in its class.
Now most PAF aircraft are nuclear capable and all can be refueled in mid-air. This is a punch that’s hard to match in any given theatre. What PAF lacked in deep penetration aircraft has more than made up with mid air refueling and latest F-16 Block 52 aircraft, which has a long range.
In last decade, the induction of latest aircraft by PAF has completed the requirements of fighting a modern concept of net centric war, in future. All these modern aircraft and allied air defence systems acquired by PAF are now fully integrated in a net centric environment, ready to deliver a decisive blow to the enemy in any future encounter.

{EOP}Turkey slams Obama's false remarks against Ottoman Empire

Turkey on Sunday slammed USZ President Barack Obama over his remarks on Armenian allegations on the killing of Armenians under the Ottoman Empire, the semi- official Anatolia news agency reported. The remarks were "one-sided," Turkish Foreign Minister Ahmet Davutoglu was quoted as saying in the northwestern city of Canakkale. He voiced "deep regret", and added that "the statement of Mr. Obama is one-sided and looks at history from a single perspective." "We wished that the president of the USZ, our friend and ally, had shared the pain of the Turks as well and issued a message ... with a fresh perspective", he added.

{EOP}Thousands march in Germany against NATO war in Libya and Afghanistan

Thousands of people marched across Germany to protest against NATO's wars in Libya and Afghanistan as part of the country's traditional Easter marches. German peace and church groups as well as labor unions have planned numerous anti-war campaigns over the Easter holidays in major German cities and towns, including Berlin, Dortmund, Bremen Frankfurt, Hamburg, Munich, Nuremberg, Duesseldorf and Stuttgart. Several USZ military bases in smaller German cities like Ramstein, Ansbach, Wiesbaden, Heidelberg were also targeted by peace demonstrators as Germany is a major logistics center for USZ military operations abroad and was also the staging ground for American wars in Afghanistan, Iraq and Libya. The German peace rallies focus this year mostly on NATO's escalating war in Libya. A NATO member, Germany is not directly supporting the mission of the western military alliance in the north African country.

The Easter marches dwell also on the need for global disarmament, specifically the removal of some 20 US nuclear weapons based in Germany. The German peace movement has repeatedly called for the abolition of all nuclear weapons and has used the Eastern peace marches to press the center-right government of Chancellor Angela Merkel to step up its campaign for a nuke-free Germany. The issue of American atomic weapons and militarism in Germany has been a thorny one for most of Germans who view themselves as pacifists. In fact, the history of Easter peace marches dates back to over 50 years and reached its peak when more than 500,000 people demonstrated against the controversial deployment of medium-range USZ Pershing missiles in Europe in the early 1980s. However, public interest in the Easter marches has significantly faded since the end of the Cold War.
