{EOP}Qazi Yasir rearrested, family worried about his safety{Kashmir News}

Srinagar, April 30 (KMS): In occupied Kashmir, family members of religious scholar, Qazi Yasir, have expressed serious concern over his continued illegal detention despite quashing of his detention under draconian law, Public Safety Act (PSA) by the High Court.
The family members of Qazi Yasir told media men that the High Court had quashed his PSA on April 22 and ordered his release. “After completing the formalities we reached Kot Bhalwal Jail Jammu expecting his release. We were asked by the jail authorities to wait outside the police station till the formalities were completed. However, he was released and rearrested immediately,” they said.
The family members said that the policemen who were waiting outside the Kot Bhalwal Jail whisked Yasir away in a vehicle and took him to unknown destination. “We were expecting that we will bring him home, but three days have passed and we have no information about him. We are worried for his safety,” they added.
Qazi Yasir was arrested in July last year and was booked under the black law. He was shifted to Kot Bhalwal Jail in Jammu.

In occupied Kashmir, the All Parties Hurriyet Conference Chairman, Mirwaiz Umar Farooq and veteran Kashmiri Hurriyet leader, Syed Ali Gilani have urged India to fulfil its promises of giving the Kashmiri people their inalienable right to self-determination. The APHC Chairman addressing Juma congregation at Jamia Masjid in Srinagar, today, pointed out that Kashmir was one of the oldest unresolved disputes of the world and its solution was not possible without taking the Kashmiri people on board. He reiterated that the Kashmiris’ would continue their liberation struggle till its logical end.
Syed Ali Gilani addressing a public gathering in Bandipore Chowk, today, maintained that illegal arrests and use of brute force could not suppress Kashmiris’ struggle for right to self-determination. He said that India should accept Jammu and Kashmir as a disputed territory, release illegally detained Kashmiris, repeal draconian laws and withdraw its troops from Jammu and Kashmir to show sincerity towards resolving the lingering dispute.
Mirwaiz Umar Farooq, Syed Ali Gilani and Shabbir Ahmad Shah said that the revocation of the Dogra certificate by the occupation authorities was a victory of the determination of Kashmiri people. They maintained that the issuance of certificate to residents of Jammu region was aimed at dividing the Kashmiris on regional basis.
Indian police arrested senior APHC leader, Shabbir Ahmed Shah in Awantipora while he was on his way to addressing a gathering in Tral. Liberation leaders, Muhammad Yasin Malik and Showkat Ahmad Bakhshi remained under illegal detention at Kothi Bagh police station in Srinagar for the second consecutive day, today. Amid complete shutdown, people took to the streets in Maisuma, Kokar Bazar, Gaw Kadal and Budshah Chowk areas of Srinagar to protest against illegal detention of the two leaders.
The JKLF-R leader, Javed Ahmed Mir led a demonstration in Aabiguzar area of Srinagar against gross human rights violations by Indian police and troops in the occupied territory.
APHC leader, Zafar Akbar Butt, addressing a gathering at Bagh-e-Mehatab in Srinagar appealed to the international community to play its role in the release of illegally detained Kashmiris.

CIA teams operate alongside USZ special operations forces in conflict zones from Afghanistan to Yemen. The agency has also built up a substantial paramilitary capability of its own. But perhaps most significantly, the agency is in the midst of what amounts to a sustained bombing campaign over Pakistan using unmanned Predator and Reaper drones.

The Taliban Mujahideen declared the start of a spring offensive (Badar Operations) on Saturday, warning they planned to target foreign troops in Afghanistan as well as Afghan security forces and government officials in a wave of attacks across the country.

Today, our sacred Jihad against all foreign invaders in Afghanistan successfully steps up to the threshold of its tenth year, with the help of the Almighty Allah ( SwT) and your prideful Jihad and selfless sacrifices. With the approach of the spring, the Leadership Council of the Islamic Emirate of Afghanistan wants to declare the launching of the spring military operations christened as “Badar” to be waged against the invading Americans and their foreign Allies and internal supports. For the purpose of success and effectiveness of the operations against the foreign invading forces and their defeated supporters, the following points must be born in mind”:

  1. As in the past, the Badar Operations will focus on attacks against military centers, places of gatherings, airbases, ammunition and logistical military convoys of the foreign invaders in all parts of the country.
  2. Throughout the operations, the prior target of Mujahideen’s attacks must remain foreign invading forces, members of their spy networks and ( other) spies, high-ranking officials of the Kabul Puppet Administration, both military and civilian, members of the cabinet, members of the parliament, Heads of foreign and local companies working for the enemy and contractors.
  3. Since members of the American espionage agencies, government officials of the Puppet Administration and enemies of the Afghan people and Jihad have ensconced themselves in the so-called Peace Council and are trying to pave the way for the prolongation of the American occupation by cashing in on the name of Jihad, religion and tribal chieftainship,; wants to prevent Mujahideen from waging Jihad against the invaders and are urging the Afghan Mujahid people to accept American slavery and surrender, therefore, members of the Council can be target of the Mujahideen attacks during the operations as, in view of their role, they are considered official members of the ranks of the enemy.
  4. Strict attention must be paid to the protection and safety of civilians during the spring operations by working out a meticulous military plan. Utilizing all proven military tactics, the operations will focus on usage of advanced weapons against the air and ground forces of the invaders, tip-and-run attacks, and group offensives, city attacks, advanced explosives attacks, effective group and martyrdom seeking attacks by warrior Mujahideen.
  5. The Spring Operations have been given the name of Badar in a hope that the Almighty Allah (SwT) may bestow on the Mujahideen victorious achievements versus all invading forces in Afghanistan like that which were bestowed on the believers during the historical battle of Badar in the 2nd Hijri lunar year. Some ardent diabolic chiefs of the polytheists were either killed or captured at the hands of the Mujahideen during the confrontation.
  6. Before the launching of the Badar Operations, we call on all officials of the Kabul Administration, military officers, officials of the spy agency and all other employees to cut off their relations with the invaders and their supporters whatsoever, and join the Mujahideen for the cause of defence of the people and their own person.
  7. All Afghan people should bear in mind to keep away from gatherings, convoys and centers of the enemy so that they will not become harmed during attacks of Mujahideen against the enemy or, as usual, the enemy may not avenge itself on them, following the operations of the Mujahideen.
  8. The Spring Operations of Badar have been launched for the purpose of protecting the tenets of Islam and the religion from the claws of the invaders and salvaging the country and people from the foreign colonialism because the foreign invaders have committed unlawful aggression against the sovereignty of our country; have ignited the flames of war in the yard of our house; have destroyed orchards and houses with bombs and bulldozers; have martyred our countrymen and imprisoned them and have desecrated the holiest Divine Book of the Muslims, the Holy Quran. Therefore, the war in our country will not come to an end unless and until the foreign invading forces pull out of Afghanistan and the cause of the war are obliterated. The Islamic Emirate considers this its legitimate right and religious obligation to defend its religion and country. The Jihad of the Islamic Emirate will continue with the help of the Almighty Allah and the support of the Mujahid people until the attainment of this legitimate right.
  9. The Badar Operations will begin throughout Afghanistan on May, the 1st 2011 i.e. 11 Saur Hijri solar year.

    {EOP}Pak-Afghan Relations: Frost Is Thawing

    Pakistan-Afghanistan relations have remained frosty ever since Pakistan came into being. King Zahir Shah, Dawood, Taraqi, Hafiz Amin, Dr Najibullah and Babrak Karmal remained friendly to former Soviet Union and India and hostile towards Pakistan owing to self created dispute over Durand Line and Pakhtunistan stunt. A change came in the attitudes of Afghan rulers when USSR forcibly occupied Afghanistan in December 1979. In Afghanistan’s hour of crisis, Pakistan came to its rescue and played a key role in pushing out Soviet forces. It also housed five million Afghan refugees for decades.
    Pakistan enjoyed best of relations with the Taliban during their rule from 1996 till 2001. The Taliban under Mulla Omar had remained cross with India not because of Pakistan’s instigation but because India had fully supported Soviet occupation of Afghanistan and later had extended support to Afghans Northern Alliance (NA) and had not recognized Omar’s regime. The Taliban were hostile to USA since the latter after using them against the Soviets had abandoned them and subsequently ousted them from power and occupied their country. They maintained very cordial relations with Pakistan throughout their rule, but after their forceful ouster in November 2001 they carried a deep grudge against Pakistan under Gen Musharraf who had betrayed them by joining hands with their tormentors.
    Non-Pashtun NA heavy Afghan regime under Pashtun President Hamid Karzai installed by Washington is at war with the Taliban and has also maintained an antagonistic posture against Pakistan despite the latter recognizing it and extending complete support. Although of late Karzai has expressed his keenness to mend fences with Pakistan and develop brotherly relations so as to live as peaceful neighbors, most NA members of his government are pro-India and anti-Pakistan. The latter together with USA helped India in making deep inroads in all the departments of Afghanistan. India has made rapid gains in the fields of economics, intelligence, culture and education in particular and is now aiming at bringing Afghan National Army (ANA) under the influence of Indian military. Afghanistan is important to India since it is a gateway to riches of Central Asia. It also enables India to encircle Pakistan.
    Despite Pakistan helping Karzai in winning presidential election in 2004 and in development works in whatever way it could afford, Afghan regime responded negatively. In concert with India, it has been harming Pakistan through covert war. NA warlords holding key appointments are involved in clandestine operations in FATA, Malakand, Swat and Balochistan and even now when there is thaw in Pak-Afghan relations they are stoking militancy in Kurram, Mohmand and Khyber agencies. Cases of unprovoked shelling by ANA on Pakistani border posts keep recurring. Latest violation was on 27 April in South Waziristan (SW).
    Ruling regime in Kabul has also been involved in negative propaganda against Pakistan and in making false allegations that Pak Army linked with Taliban was facilitating cross border terrorism in Afghanistan. Pumped by USA and India, Karzai has been issuing highly acrimonious statements. At one stage, Karzai threatened to dispatch Afghan troops to Waziristan to knockout militant sanctuaries since in his view Pak Army was either unwilling or incapable of doing it. He had also been prodding US military to take the plunge into FATA. While condemning Pakistan, he was all praise for India.
    It is now an established fact that Karzai was party to the gory game plan chalked out by USA-India-Israel-UK to destabilize, denuclearize and balkanize Pakistan. Balkanization plan involved making Balochistan and FATA independent and then integrating Pashtun regions with Afghanistan in line with bogey of Greater Pakhtunistan. He had given a blank cheque to the four foreign agencies based in Kabul to make full use of Afghan soil for the accomplishment of stated objectives. His ministry of interior, ministry of defence and RAAM helped RAW in establishing training centres. Under the garb of road project, arms, ammunition, explosives and instructors were brought in from India to train, arm and launch saboteurs into contiguous FATA and Balochistan and later into Swat. India was given full facilities to establish Pak specific consulates in southern and eastern Afghanistan as well as cultural centres to poison the minds of Afghan youth against Pakistan.
    The Afghan government has still not restrained India from its cross border terrorism nor has it put checks on RAW infested Indian consulates focused on Pakistan. It is humanly impossible for RAW to continue with its nefarious activities unnoticed by Afghan government and US military. This practice is going on despite the fact that USA, Afghanistan and India are singing peace songs and Karzai is giving assurances that under no circumstance he would allow Afghan soil to be used for terrorism against Pakistan. Some bad hats in his regime are on the quiet playing the Indian game.
    Karzai would never have extended a hand of friendship to Pakistan if he had been in control of affairs. Because of his all round poor performance, he is unpopular among Pashtuns who regard him as a puppet of USA as well as non-Pashtuns who suspect him of promoting cause of the Pashtuns. He won last election by the skin of his teeth. The US too is not happy with him since he could neither help in taming the Taliban nor in winning over moderate Pashtuns. The Taliban do not trust him and have rejected his offers of truce, reconciliation and power sharing. They hold him responsible for the bloodshed of Pashtuns. Despite Karazi’s friendly overtures to Taliban, his non-Pashtun ministers and officials are still at odds with Taliban and at ease with India and welcome US efforts to make India a key country in Afghan affairs after the departure of ISAF.
    Not only the Taliban have gained considerable influence over nearly 80% of Afghan territory, the US led coalition forces on whom Karzai regime had wholly relied upon have started to show signs of weariness. Ten-year long fighting under highly dangerous circumstances without achieving any results has disheartened them and has given rise to command problems particularly after revision of withdrawal date from July 2011 to end 2014. Combat troops as well as their home folk want an end to this futile war and early return.
    Exit from Afghanistan is dependent upon blunting Taliban’s striking capability and bringing them to the negotiating table on US terms and upon visible improvement of operational preparedness of ANA comprising 97% non-Pashtuns, which at the moment is not fit enough to take on Taliban independently. Time has started to tick and security situation is out of control of Karzai as well as US-NATO despite troop surges. Recent jail break in Kandahar has given a big blow to Gen Petraeus claims that his forces are making gains against Taliban in Northern Afghanistan and in Helmand. Most of jail breakers are Taliban commanders and are likely to give fillip to raids and ambushes during this summer. Cases of ANA soldiers killing ISAF soldiers are on the increase.
    It is under such worrying conditions that Karzai had been compelled to seek assistance from Pakistan. He knows that out of all the players, Pakistan is the only country which still exerts better influence over Taliban. Presence of Haqqani network under Siraj in North Waziristan and some members of Taliban Shura in Quetta region together with friendly terms with Hafiz Gul Bahadur and Maulvi Nazir have helped in maintaining this link.
    Had Pakistan not been in contact with Taliban, today there would have been none to approach them. Without taking Taliban on board, Afghan imbroglio cannot be solved. It is only when Taliban agree to some sort of political settlement that foreign troops can hope to depart. This linkage with Taliban has enhanced the importance of Pakistan in the eyes of both USA and Karzai regime, which till April 2009 was seen as a liability and part of the problem. The scenario changed after Pak Army dismantled fortified bases of militants in Bajaur, Swat and SW in 2009 and turned the tide.
    The next big change occurred in January 2010 when heavily attended London conference agreed upon the plan to negotiate and recon ciliate with Taliban. Saudi Arabia, Turkey, Iran, Russia and India are also in contact with Taliban, each jockeying for influence in Afghanistan in post America era. China has already generated substantial economic activity in Afghanistan and because of its geographical contiguity and economic resurgence; it is better poised to win the economic race in the future.
    Had the US played a straight game and not come out with impractical conditions, and had refrained from using force, by now some sort of breakthrough could have been found. US-India double dealing and effort to keep Pakistan out backfired. Petraeus and Panetta’s scheme to work out a three-tier scheme of drawing a cleavage between Taliban and al-Qaeda, dividing Taliban and isolating hard line Taliban has proved counter productive. This strategy is making things difficult for Karzai. During the last Lisbon conference in November 2010, he expressed his resentment over use of excessive force resulting in heavy civilian casualties. Not only he was snubbed by Obama, he is no more consulted on future actions. Already nurturing a grudge against the US that it had manipulated last presidential elections to weaken his authority, Obama’s rebuff further angered Karzai.
    Karzai is now desperately trying to find a way out with the help of Pakistan. He once whispered into the ears of Zardari and later Kayani that since the US were not interested in making Afghanistan peaceful in the near future and had plans to make permanent military bases; it would be in common interest of both Afghanistan and Pakistan to work together for an early solution. He lamented America’s imperial designs against both Afghanistan and Pakistan. This heart-to-heart talk leaked out and when PM Gilani along with Gen Kayani and Lt Gen Pasha made a return call to Kabul on 16 April at a time when Pak-US relations had hit rock bottom. Disturbed by this sudden development, a story was hurriedly invented by Wall Street Journal that Gilani tried to convince Karzai to break off ties with Washington and forge a new alignment with Pakistan and China to solve Afghan tangle and rebuild Afghan economy. China factor was purposely added since it pinches USA the most. Spin doctors white washed the actual part of the story about Gen Pasha producing hard evidence of RAW and CIA’s involvement in Balochistan.
    Matter doesn’t end here. The US is terribly annoyed with Pakistan for its alleged links with Haqqani network. Exasperated Mike Mullen caught in a blind alley has come out with a brilliant revelation that ISI’s link with Haqqani network is age-old. Clueless about his next move and how to pullout 152000 ISAF troops from the quagmire, he and Petraeus have found an easy way to hide their bungling by making Pakistan a scapegoat. List of their blunders is very long and is not hidden from the world. Magnitude of their slip-ups is so huge that it is not possible to conceal them and put the entire blame on Pakistan whose performance is extraordinary.
    It is alright for USA and Karzai to make contacts with Taliban whom they have been bleeding mercilessly but not for Pakistan. It is alright for Pakistan to cooperate with a usurper who has no business to be in Afghanistan and to impose its brand of democracy. Pakistan’s contacts with Afghan Taliban, who were ruling the country better than the current regime, are considered sinful. The US doesn’t want Pakistan to solve Afghan tangle but to help USA in forcing Taliban to accept its terms. Taliban are a reality that cannot be wished away. The US has lost the war and its departure time is approaching fast. Pentagon and CIA are trying to mislead Obama administration and the world about illusive gains. Concocted stories are being fed to blame Pakistan for their imperial blunders but no sincere effort is contemplated to put an end to Afghan agony.
    Pakistan-Afghanistan share 2,250 KMs long border. Both share centuries old history, and are culturally, religiously and ethnically linked. Despite the hiccups in relations, they are natural allies and their destinies are tied to each other. Pakistan staked its security for the sake of freeing Afghanistan from the clutches of former Soviet Union. It is still hosting 2.7 Afghan refugees and despite hostility of the current regime, Pakistan has not retaliated to harm Afghanistan’s interests. On the other hand, both America and India are unnatural allies of Afghanistan since they have vested interests and have imposed their cultural and economic influence after occupying the country. Hence their influence in Afghanistan is a passing phenomenon and will fade away after occupation forces quit.
    Rather than clinging to an unreliable and waning empire which has ill intentions against both Pakistan and Afghanistan, the two Muslim neighbors should chalk out their independent strategy which suits both and not USA or India. Gen Petraeus is trying hard to rekindle Karzai’s old flame for USA and keep him away from Pakistan. Karzai will sink for good if he tries to hoodwink Pakistan to regain confidence of USA. He and his colleagues must wake up to the reality that the US aided by India is the chief source of conflict. As long as foreign troops will remain in Afghanistan, both Afghanistan and Pakistan will keep bleeding. Gen Kayani and Lt Gen Pasha have made up their minds to stand up to US high-handed policies. While the people are with them, the politicians should also collectively put their weight behind them since coming two-three months are crucial for Pakistan.

    {EOP}Pak Army and the US: Gen. Kayani’s Strategic Defiance


    Islamabad has predictably denied a report in Wednesday’s editions of the ‘Wall Street Journal’ that Pakistan is trying to wean Afghanistan away from the United States and draw it into China’s orbit.
    A spokeswoman for the Foreign Office in Islamabad called it the ‘most ridiculous’ report she has ever seen.
    Even as Pakistani officials denied the ‘Journal’ story, Pakistan’s Prime Minister Yusuf Raza Gilani affirmed Islamabad’s readiness to stare down Washington amidst the growing tensions between the two countries.
    In a rally Wednesday in Islamabad, Gilani declared, “We are not ready to compromise on our sovereignty, defense, integrity and self-respect, no matter how powerful the other is”.
    Soft-spoken Gilani is said to be reflecting the worldview of the Pak Army Chief, Gen. Ashfaq Pervez Kayani, who has concluded that he can defy the United States and establish Pakistan’s dominance in Afghanistan with the help of a rising China.
    Nearly two decades ago, one of Kayani’s predecessors as the army chief, Gen. Aslam Beg made the case for Pakistan’s ‘strategic defiance’ of the United States. Beg’s timing was terrible as the United States emerged as the sole superpower at the turn of the 1990s.
    Kayani’s strategic defiance in contrast appears to be better founded. It is rooted in the changing power balance between Washington and Beijing. It is also based on the premise that America, trapped in Afghanistan, can be bled slowly much like the Soviet Union was in the 1980s.
    Those familiar with the recent dynamic in the relations between Rawalpindi and Washington have no difficulty understanding Kayani’s bold geopolitical calculus.
    The ‘Journal’ report was based on leaks from Kabul about the meeting between a high powered Pakistani delegation and the Afghan President Hamid Karzai on April 16.
    The delegation included Gilani, Kayani, ISI chief Lt. Gen. Shuja Pasha, the Pak defence and foreign ministers and a host of senior officials.
    According to the ‘Journal’, Gilani bluntly told Karzai, to “forget about allowing the United States a long term military presence in Afghanistan”.
    Washington and Kabul have just begun negotiations about their bilateral security partnership after 2014, when the U.S. is expected to end its combat role in Afghanistan.
    Pointing to the current American economic woes, Gilani apparently told Karzai that Pakistan’s ‘all-weather friend’ China will be a more valuable partner for regional development.
    Gilani apparently told Karzai to choose between the United States and the West on the one hand and Pakistan and China on the other.
    In brazenly supporting the extremist groups killing U.S. Soldiers across the Durand Line, turning the heat on American counter-terror operatives in Pakistan, and squeezing the overland supplies to NATO troops in Afghanistan, Pakistan Army has been playing hardball with the United States.
    On his part, Kayani has made it clear that the interests of Rawalpindi and Washington do not run parallel in Afghanistan. But it is by no means clear if Washington wants to recognise this reality and act on it.

    {EOP}CIA Spying Under USAID Cover, Fears NAB


    ISLAMABAD: The National Accountability Bureau has unofficially conveyed its apprehensions to some leading security agencies of the country that certain USAID officials, apparently monitoring and executing development work in the tribal areas and in Khyber Pakhtunkhwa, are spying for the CIA.
    Informed sources in the NAB confided to ‘The News’ that the Bureau’s chapter in KPK, which is investigating some corruption scandals pertaining to the USAID projects, has recently developed serious doubts about the “apparent role” and “real game” being played in the tribal areas in the name of development.
    US Embassy spokesman Alberto Rodriquez, however, when contacted said that he has neither heard any such thing nor it is possible that the USAID officials are involved in any kind of espionage. There is no basis for such allegations, Alberto insisted.
    Without the involvement of the Government of Pakistan or that of KPK, the USAID is directly executing through its choice NGOs including American organizations a number of schemes and projects in the tribal areas and in KPK province. The sources said that the NAB found some indications of the USAID officials having been allegedly involved in spying. This concern was shared with the ISI as the NAB sources said that the Bureau had no expertise or mandate to look into such an illegal activity of the foreign nationals.
    Early this month apparently a US embassy official Raymond Davis, who had killed two Pakistanis, when apprehended by the police turned out to be a CIA agent. Although he was released and handover to the US in a shameful manner, the Raymond Davis episode turned relations between the CIA and the ISI extremely sour and it is said that the ISI is insisting on the Americans to recall all its covert agents like Raymond Davis and merely talk to the ISI where the CIA requires any intelligence support.
    Washington is not prepared for this. Instead the US media of late revealed that the Central Investigation Agency (CIA) has already established its spy network in Pakistan and needs no assistance from the Inter-Services Intelligence (ISI) to carry out drone strikes in the tribal areas. Quoting unidentified US official, the report said that the CIA has established its spy network in the tribal areas in the last two years. After ‘The News’ broke in 2010 a scandal of corruption by some American NGOs involved by the USAID for different development projects and schemes, it was the USAID which had formally approached the National Accountability Bureau (NAB) to probe the scandalous work by the American NGOs.
    The NAB is mainly conducting investigations against Academy for Educational Development (AED) for the past one year. According to one source, in order to protect USAID’s key officials in Pakistan, the USAID’s Office of Inspector General (OIG) is wisely shifting the blame of alleged “serious corporate misconduct, mismanagement and a lack of internal controls” in FATA Livelihood Project (LDP) on to AED and its sub-contractors and contradicting the findings of their own Audit Report by the OIG published on USAID web site, dated December 2010.
    The OIG, it is said, is completely ignoring its own responsibilities for not taking timely actions to prevent frauds in corrupt working environment of FATA, since inception of FATA LDP Project in 2008. The source said that in mid 2009, an investigation conducted out by internationally known Chartered Accountant firm “Earnest and Young” revealed that AED’s top managers Chief of Party (FATA LDP) Mr Phil Colgan (ex-Army Officer with expertise in Missil, Technology and having three nationalities. USA, British and Russian) and Sulaiman Sahibzada were involved in fraud and embezzlement in supply of Emergency Kits in FATA in nexus with some officials from USAID and AED’s head offices in USA. The self explanatory Audit Report of OIG has clearly put most of the responsibility onto USAID officials in Pakistan and their failure to prevent potential embezzlement in FATA LDP project and to maintain necessary oversight.
    The OIG shifted the focus on to the infrastructure activities of FATA LDP as it was led by a brown skin Pakistani with USA citizenship, an easy prey for OIG instead of a blue-eyed Americans Phil Colgan and others at USAID Pakistan. Interestingly, even after finding the evidence of fraud committed by Phil Colgan, USAID rewarded him by posting him in Afghanistan as Chief of Party (COP). In Pakistan, OIG in a novel manner instructed AED to terminate all ongoing construction contracts.
    The source said that the OIG continued to focus the investigation on the Pakistani members of the engineering team and registered a complaint with NAB (KP) against Salim Baz Khan and Pakistani team raising allegations of embezzlement in Barang Road project. It is pertinent to mention that NAB (KPK) has been conducting the subject inquiry for the past one year with Technical Support of a Sub-engineer from Irrigation Department (KP) and XEN from Frontier Highway Authority (FHA), Works and Services (C&W) Department (KP), all of which departments are well known for their institutionalized departmental corruption and are fabricating the desired results for NAB (KPK) to please the USAID/OIG, in the hope of getting favours and probably to get away from further investigations and actions against their own departmental staff by NAB (KPK).
    The source insists that apart from USAID Mission’s officials, the OIG team is also responsible for not providing timely oversight and failed to monitor the performance of AED right form start of the FATA LDP. The OIG was supposed to conduct risk assessment, audits and site inspections of the FATA LDP Project and to take timely action to prevent fraud or embezzlement, instead, the source alleged, the OIG officials were busy in playing the “Spy Games” in FATA to compliment the overall efforts of US agencies. Now to justify the time and resources spent, the OIG desperately wants to file criminal cases against few selected engineers/ex-employees of LDP, using shoulders of NAB.

    {EOP}Petraeus Appointment Could Inflame Relations With Pakistan


    ISLAMABAD, Pakistan — The appointment of Gen. David H. Petraeus as director of the Central Intelligence Agency puts him more squarely than ever in conflict with Pakistan, whose military leadership does not regard him as a friend and where he will now have direct control over the armed drone campaign that the Pakistani military says it wants stopped.
    Pakistani and American officials said that General Petraeus’s selection could further inflame relations between the two nations, which are already at one of their lowest points, with recriminations over myriad issues aired publicly like never before.
    The usually secretive leader of the Pakistani Army, Gen. Ashfaq Parvez Kayani, has made little secret of his distaste for General Petraeus, calling him a political general. General Petraeus has privately expressed outrage at what American officials say is the Pakistani main spy agency’s most blatant support yet for fighters based in Pakistan who are carrying out attacks against American troops in Afghanistan.
    Officials on both sides say they expect the two nations’ relationship to become increasingly adversarial as they maneuver the endgame in Afghanistan, where Pakistan and the United States have deep — and conflicting — security interests.
    Repairing the frayed ties between the C.I.A. and Pakistan’s primary spy agency, the Inter-Services Intelligence Directorate, will be difficult, American officials say. “In its current form, the relationship is almost unworkable,” said Dennis C. Blair, a former American director of national intelligence. “There has to be a major restructuring. The ISI jams the C.I.A. all it wants and pays no penalties.”
    One top adviser to General Petraeus sought to play down the animosity with Pakistani officials, noting that the general had regularly met with the Pakistanis for nearly three years, most recently on Monday. Still, the adviser acknowledged that with General Petraeus leading the C.I.A., “the pressure may be more strategic, deliberate and focused — to the extent that it can be.”
    A Pakistani official described the mounting tensions as a game of “brinkmanship,” with both Adm. Mike Mullen, who as chairman of the Joint Chiefs of Staff has been the Obama administration’s point man on Pakistan policy, and General Kayani growing impatient because they have little to show for the many hours they have invested during more than two dozen visits over the past three years.
    Admiral Mullen surprised Pakistani officials by publicly accusing the ISI of sheltering fighters from the Haqqani network, a Taliban ally that has long served as a proxy for Pakistan’s military and intelligence establishment in Afghanistan. American commanders in eastern Afghanistan say they have killed or captured more than 5,000 militants in the past year, but fighters continue to pour across the border from sanctuaries in Pakistan to Paktia, Khost and Paktika Provinces in Afghanistan.
    In a private meeting here in Islamabad last week, Admiral Mullen told General Kayani that the C.I.A. would not reduce the drone strikes until Pakistan launched a military operation against the Haqqani network in Pakistan’s tribal areas, an American official said, pleas that the admiral has been making for the past two years with nothing to show for them.
    Pakistan’s military and its intelligence agency are increasingly embarrassed by the United States’ drone campaign, which they publicly condemn but quietly allow. They have asked the C.I.A. to remove its personnel from Shamsi air base, about 200 miles southwest of Quetta, the capital of Baluchistan Province, where some of the drones are based, a senior American official said.
    The withdrawal has not occurred but is expected soon, the official said. The drone attacks would then be flown out of Afghanistan, where some of them are already based, the official said.
    There have also been sharp disagreements over a proposed code of conduct that would define what American soldiers and intelligence agents can do in Pakistani territory, a Pakistani official said. The Pakistanis have, for now, dropped the idea of such an accord, fearing that the Americans are looking for “legal cover” for intelligence operatives like Raymond A. Davis, the C.I.A. contractor who killed two Pakistanis in January, a Pakistani official said.
    “The relationship between the two countries is very tense right now,” said Representative William M. Thornberry of Texas, a senior Republican on the House Armed Services Committee, who visited Pakistan last week. “And the Pakistan government fuels the anti-American public opinion to increase pressure on us.”
    Newly disclosed documents obtained by WikiLeaks have also stoked tensions. One of them, from the prison at Guantánamo Bay, Cuba, lists the ISI along with numerous militant groups as allies of Al Qaeda and the Taliban, an indication of how deep American suspicions run when it comes to Pakistani intelligence. The document is undated but appears to be from 2007 or 2008.
    A former general said the alliance established after 9/11 to get rid of Al Qaeda on Pakistani soil was built on shaky ground, with few aligning interests beyond stopping the terrorist group. Tensions over issues big and small — like accounting for American grants to the Pakistani military and the failure of the United States to deliver helicopters that would help in counterterrorism efforts — clouded the hastily arranged alliance from the start, he said.
    But now the collision of interests over how to end the war in Afghanistan, and the bitterness over the Davis affair, have exposed deep-seated differences, he said.
    The drone campaign, which the C.I.A. has run against militants in Pakistan’s tribal areas since 2004, will now become the preserve of General Petraeus, and it has moved to center stage, at least for the Pakistanis. Since Mr. Davis’s release from custody in Pakistan after the killings, the C.I.A. has carried out three drone attacks, each one seemingly tied to sensitive events in the United States-Pakistan relationship and aimed at Afghan Taliban militants that Pakistan shelters.
    The day after Admiral Mullen left Pakistan last week, a drone attack in North Waziristan killed 23 people associated with Hafiz Gul Barhadur, whose forces are fighting NATO in Afghanistan. Earlier in April, after Lt. Gen. Ahmad Shuja Pasha, the ISI chief, left Washington, a drone attacked another group of Afghan Taliban.
    Another former Pakistani general who speaks to General Kayani said he believed that the Pakistan Army’s leader had concluded that the drone campaign should end because it hurt the army’s reputation among the Pakistani public. Those being killed by the drones are of midlevel or even lesser importance, the general said.
    The Americans say the drones are more important than ever as a tool to stanch the flow of Taliban foot soldiers coming across the border to fight American and NATO forces.
    The easy access into Afghanistan was on full display last week in Wana, the main town of South Waziristan, according to a local resident.
    There, militants loyal to Maulvi Nazir, a Taliban leader who maintains a peace agreement with the Pakistani military and whose forces often cross into Afghanistan, showed high morale and were moving around freely in front of the Pakistani Army, the resident said. “It looked,” he said, “as though the army was giving them a free hand.”

    {EOP}Indian Soldier in Kashmir Turns on Unit, Kills Four


    SRINAGAR: A soldier in Indian-administered Kashmir opened fire on his own unit, killing four fellow soldiers and wounding one other, an army spokesman said.
    Indian army spokesman Lt. Col. J.S. Brar said the man sprayed his unit with automatic weapon gunfire Thursday morning. He was later arrested.
    The soldiers were part of an anti-insurgency unit in Punjpora, a village 28 miles south of the region’s main city of Srinagar.
    The state has been swarming with Indian soldiers since the start of a separatist rebellion in 1989 seeking the region’s independence from India or merger with Pakistan.
    There have been similar incidents in the past attributed to the stressful conditions the troops work under, including long hours under extreme weather conditions.

    {EOP}As Ties With US Sour, Islamabad Turns to Beijing

    ISLAMABAD: As ties between Washington and Islamabad reach one of their lowest points in over a decade, Pakistan’s top diplomat is on a trip to Beijing from Thursday (today) to shore up cooperation and support from one of the country’s oldest allies.
    Foreign Secretary Salman Bashir is visiting China for discussions with the Chinese leadership on bilateral, regional and international issues on April 28 and 29, said a Foreign Ministry spokesperson.
    “The foreign secretary will hold consultations with Chinese Executive Vice Foreign Minister Zhang Zhijun,” said Tehmina Janjua in a statement issued in Islamabad on Wednesday. The visit is in the context of the established Pakistan-China strategic dialogue mechanism between the two foreign ministries.
    But official sources confirmed that the foreign secretary’s visit to China was prompted by the recent rise in tensions between Pakistan and the United States due to a series of events, including the Raymond Davis affair and US a drone strike that killed dozens of civilians in Pakistan’s tribal districts.
    “Under these circumstances, the foreign secretary’s visit to China has assumed greater significance,” said one foreign office official who wished to remain anonymous. “We have excellent relations with China but the time has come to take the ties to the next level where we should have less reliance on the Americans.”
    Bashir’s visit to Beijing comes days after he dashed to Washington in an effort to overcome differences that have the potential to unravel ties between Pakistan and the United States and consequently impeding progress in Afghanistan.
    Sources say Salman Bashir is strong advocate of seeking realignments, and has presented a detailed analysis to the government regarding a reduction in dependence on the US by reaching out to the Chinese.

    {EOP}Indias Ambitious Defence Policy

    While exposing India’s ambitious defence policy, Washington-based Center for Strategic & International Studies (CSIS) has disclosed in its report of April 2011 that India has planned “to spend an estimated $80 billion on military modernization programs by 2015 so as to further increase its military build-up against China and disrupt security-balance in South Asia.”
    The report elaborated, “India is expected to maintain this position in the coming years…at the same time, the Indian Ministry of Defence has laid out an ambitious agenda to substantially increase the country’s capacity to produce military hardware by the end of the decade.”
    The CSIS report further mentioned, “Consequently, India’s defence budget has roughly quadrupled (in real terms) since 2001—reaching $36.3 billion in the 2011–2012 budget—and enabled the implementation of long-term acquisition plans. Of the total defence budget, approximately 40 percent (some $14.5 billion) is allocated to the defence capital outlay budget, which funds arms procurements, construction and maintenance of installations, additional infrastructure, and other military equipment modernizations.”
    It is notable that in February 2010, Indian military procurement units descended on the DefExpo 2010 trade fair in New Delhi. Inaugurating the Indian Defence Exhibition, Defence Minister A.K. Antony had said that India’s defence expenditure which is 2.5 percent of itsgross domestic product(GDP), is going to increase. He pointed out, “our defence industry is open up to 100 percent for Indian private sector, while foreign direct investment is allowed up to 26 percent.” Antony further indicated, “Our government is committed to rapid modernisation of armed forces.”
    Over the next 12 years, India is set to spend a whopping US$200 billion on defence acquisitions to replace its outdated inventory. In this respect, on February 15, 2010, a report of the Indian strategic defense magazine (India Strategic’s DefExpo) had revealed that 70 per cent of the inventory of the Indian armed forces is 20-plus years old, and needs to be replaced with the modern technology. It explained that nearly half of this funding ($100b) will go to the Indian Air Force (IAF), which would need to replace more than half of its combat jet fleet as well as the entire transport aircraft and helicopter fleet. The army needs new guns, tanks, rocket launchers, multi-terrain vehicles, while the navy needs ships, aircraft carriers and new range of nuclear submarines.
    In an overanxious quest for military advantage along its border with China, New Delhi is intensifying its military cooperation with the United States and Russia—stepping up its military penetration of small border-states adjoining China and India. In the past decade, India had bought arms worth US$50 billion from the United States, Russia, Britain, Germany, Israel and France, making it the biggest arms importer in the developing world.
    Particularly, the US has emerged as a potential military supplier to India since the two countries signed a deal of civil energy technology in 2008, which lifted sanctions on New Delhi in order to import nuclear technology. India is likely to become a major customer for the US military-industrial complex over the next few years.
    In recent years, India has bought reconnaissance aircraft from US aerospace major Boeing worth 2.1 billion-dollars, medium range missiles for 1.4 billion dollars from Israeli Aerospace Industries, and signed an upgrade service contract with the Russian Aircraft Corporation to upgrade its MiG 29 squadrons for 965 million dollars. Several deals are planned for the near future including one of the largest arms contracts of recent times—a 11-billion-dollar project to acquire 126 multi-role combat aircraft.
    It is mentionable that after 9/11, both India and Israel which had openly jumped on Bush’s anti-terrorism enterprise are acting upon a secret diplomacy, targeting Pakistan China, Iran and Syria. In this context, Indo-Israeli secret diplomacy could be assessed from the interview of Israel’s ambassador to India, Mark Sofer published in the Indian weekly Outlook on February 18, 2008. Regarding India’s defence arrangements with Tel Aviv, Sofer had surprisingly disclosed “We do have a defence relationshipwith India, which is no secret” and “with all due respect, the secret part will remain a secret.” As regards joint exercises, Sofer replied, “Certain issues need to remain under wraps for whatever reason.”
    While, India’s ‘The Tribune’ had written on September 10, 2003, “India and Israel took giant leaps forward in bolstering the existing strategic ties”, and Tel Aviv has “agreed to share its expertise with India in various fields such as anti-fidayeen operations, surveillance satellites, intelligence sharing and space exploration.” With the support of Israel, New Delhi has been acquiring an element of strategic depth by setting up logistical bases in theIndian Ocean for its navy.
    Defence experts opine that taking the concept of a two front war with Pakistan and Chinaa step further, India has launched an ambitious military buildup plan, along the disputed Line of Actual Control (LAC) with China in the state of Arunachal Pradesh.
    Nevertheless, currently, more than half of India’s budget is allocated for military, paramilitary, various security forces and debt servicing. That leaves less than half for everything else including infrastructure development projects, education, healthcare, poverty alleviation, and various human services. New Delhi’ s latest arms buildup  will leave even less for what India needs most to lift hundreds of millions of its citizens from abject poverty, hunger illiteracy and disease.
    Even Indian civil society organisations, while complaining of excessive defence spending indicated that the government spends 2.35 per cent of GDP on defence, but only 1.72 per cent on the social sector. The defence budget has been increasing rapidly every year.
    Indian defence analyst Ravinder Pal Singh, while calling New Delhi’s unending defence spending at the cost of poverty-alleviation—with security requirements competing with socio-economic concerns for money calls it “guns-versus-butter question.”
    Meanwhile, a report of United Nations pointed out that India ranks 134th of 182 countries on the United Nations Development Programme’s Human Development Index. It estimated that 50 per cent of the world’s undernourished population lives in India. Nearly 31 per cent of the billion-plus Indians earn less than a dollar a day.
    Secretary General of the Control Arms Foundation of India, Binalakshmi Nepram remarks, “When people are dying ofpoverty and bad sanitation, what protection will arms provide them?”
    On the one hand, international community has been making strenuous efforts for world peace in wake of global financial crisis and war against terrorism, on the other, India has initiated deadly nuclear arms in South Asia where people are already facing multiple problems of grave nature. Majority of South Asian people are living below the poverty level, lacking basic facilities like fresh food and clean water. While yielding to acute poverty, every day, some persons commit suicide.
    Setting aside regional problems and resolution of Indo-Pak issues-especially thorny dispute of Kashmir, Indian rulers state that they don’t have any aggressive designs.     Analysts are questioning the 'fairness' of imposing the astronomically huge costs of the Royal Wedding on common British taxpayers amid growing public weariness of the wide coverage given to the 'unpleasant' event. While there are fictitious claims promoted by the Zionist chain of media outlets that the royal wedding will at the end of the day benefit the British public both economically by triggering retailers' sales as well as attracting interested tourists and socially by spreading happiness London-based writer and journalist Peter Carty believes the opposite is true. Carty said in an interview with Iran's Press TV that as the widely hyped event is not going to “bring in more income in the country as a whole” one comes to believe “it's quite clearly unfair” on the populous.


    “I don't think it is going to bring in more income in the country as a whole. Our overall income will probably go down by six billion pounds and the amount of extra revenue we're going to get back from tourism, sales of memorabilia etc, would be about one billion pounds best estimate - something like 1.5 billion USZ dollars, so overall the country is going to lose out very heavily. The question of whether that's fair on the populous as a whole - It's quite clearly unfair”, he said.

    Carty also said, to add insult to injury the media are giving a pointlessly wide coverage to the event despite the solely symbolic and ceremonial position of the royal family in the British politics and the low opinion of the people about the monarchy. “It's [the royal wedding] extremely unpopular with a substantial proportion of the population. A poll has been conducted by a republican group that indicates that approximately 80 percent of British people really aren't very interested in the wedding at all. So to ask everyone to finance it is very unfair when you look into the issue closely”, he said. Carty then stressed focus on the royal wedding is not only politically inconsequential for the moment it is deemed also to hurt people into hatred of the royal family eventually leading to a public push for the removal of royals.

    “The way the [state-funded] BBC is pumping out massive coverage of the run up to the wedding is highly likely to alienate people from the monarchy that normally wouldn't be too concerned about this institution that's mostly in the background and you don't have to pay attention to it if you don't want to. To really rub people's noses in it the way the media is doing at the moment I think will backfire and might produce more impetus toward the eventual disbandment of this institution”, he said.

    Carty stressed “huge numbers of British people are really getting 'annoyed' at the “saturation” of media coverage of the nuptials that will 'ironically' lead to change. I'm not saying that's going to happen overnight or even very soon, but inevitably over time as we become a more educated and developed society, support for the monarchy is likely to fade away. Ironically I think the royal wedding might actually be speeding that process up.”

    Official figures show the price tag for the wedding ceremony of Prince William and Kate Middleton including the security costs will hit tens of millions of pounds which will be imposed on the British taxpayers despite the multi-billion pound wealth of the royal family.
